Does this fit a standard 700 wheel bike with disc brakes?

Pete Is there any difference between the Tortec Velocity and Tortec Velocity Slimline models ? The latter looks more like one I purchased for my other bike a few years ago. I would like the same if it is still possible to purchase that model or the nearest equivalent.
